Joseph has more than 30-years of experience as a recognized subject matter expert in adult education and adult learning theory and application. Extensive experience in managing, leading, and conducting all phases of instructional systems design, including the analysis, design, development, delivery, and evaluation for traditional and distance learning for government entities. He has a unique and diverse background, with broad experiences in leadership, human resources, and project management; planning, organizing, and problem solving; and communication and outreach.
